Filled ground is only as good as its record. A platform built without testing is a platform nobody can sign for, and that becomes a problem at consent rather than at the time it would have been cheap to fix.
This platform was built to a written specification rather than to judgement on the day: material type, layer thickness, moisture and a target density. The results are the deliverable, alongside the plan showing where each test was taken.
With that record in hand the foundation above could be designed on measured ground conditions instead of on an allowance, which is usually where the cost saving actually turns up.
Reinforcement goes in where the specification calls for it, before fill is placed over the top
Every test position is set out and recorded so the platform can be checked against its plan
The lapped edge is what makes the reinforcement continuous rather than a set of strips
The natural profile under the fill is logged first, because it is what the platform bears on
